SPECIAL NOTICE... ON SUNDAY, 9 JUNE, HUNDREDS OF US COMMERCIAL REGIONAL JET AND LARGE TRANSPORT CATEGORY AIRCRAFT WERE NOT ABLE TO DISPATCH DUE TO LOSS OF GLOBAL POSITIONING SYSTEM (GPS) FUNCTIONALITY ON THEIR COLLINS AEROSPACE RECEIVERS, EITHER THE GPS-4000S (COLLINS PART NUMBER 822-2189-100) OR THE GLU-2100 (COLLINS PART NUMBER 822-2532-100). COLLINS ESTIMATES THAT THE TWO GPS RECEIVERS ACCOUNT FOR 6000 UNITS IN THE FIELD. THESE UNITS ARE INSTALLED ON OVER 2300 AIRCRAFT. ONLY THOSE AIRCRAFT WITH GPS UNITS CONNECTED TO THE GPS CONSTELLATIONS (LIVE SKY) BETWEEN THE DATES OF JUNE 9 AND JUNE 16 ARE AFFECTED. THE ISSUE WAS DETERMINED TO BE A CODE ERROR IN THE MULTI-MODE RECEIVER WHEN CALCULATING THE GLOBAL NAVIGATION SATELLITE SYSTEM WEEK. THE CALCULATION BECOMES STUCK IN A LOOP, EVENTUALLY CAUSING THE UNIT TO RESET. THE ERROR ONLY MANIFESTS WHEN THE WEEK VALUE IS 128. THAT WEEK BEGAN ON JUNE 9, 2019, AT 0000 GREENWICH MEAN TIME (GMT) AND WILL END ON JUNE 16, 2019 AT 0000 GMT. A MAINT ACTION TO CLEAR THE RECEIVERS NON VOLATILE MEMORY (NVM) WILL NOT REMOVE THE ISSUE UNTIL THE WEEK VALUE CHANGES FROM 128. AFTER THAT TIME, A CLEARING OF THE NVM SHOULD RETURN THE RECEIVER TO NORMAL OPERATION AT LEAST UNTIL THE TIME THE WEEK CALCULATION AGAIN NOTICE... ON SUNDAY, 9 JUNE, HUNDREDS OF US EQUALS 128. COLLINS IS CURRENTLY WORKING ON A SERVICE INFORMATION LETTER TO INSTRUCT OWNERS/OPERATORS HOW TO DETERMINE IF THEY WILL BE ABLE TO CLEAR THE NON-VOLATILE MEMORY THEMSELVES (AND HOW TO DO THAT) OR IF IT WILL NEED TO BE RETURNED TO A SERVICE CENTER TO BE CLEARED. THE AIR CARRIER OR OPERATOR SHOULD CONTACT THE ACFT MANUFACTURER TO DETERMINE THE IMPACT OF THE GPS SOURCE FAILURE. IF MEL RELIEF IS AVBL, THE AIR CARRIER/OPERATOR MUST ENSURE THEY ARE FLT PLANNING AND FILING THE ACFT APPROPRIATELY. OPERATORS SHOULD BE AWARE THAT THERE MAY BE ADDITIONAL SYSTEMS AFFECTED DUE TO THEIR DEPENDENCE ON THE AFFECTED GPS SYSTEM SIGNAL. THE NAVIGATION AND SURVEILLANCE CODES ARE OR MAY BE AFFECTED. THE FAA GUIDANCE FOR FLT PLAN FILING CAN BE FOUND BY ACCESSING THE FAA FLT PLAN FILING PAGE AT: HTTPS://WWW.FAA.GOV/ABOUT/OFFICE_ORG/HEADQUARTERS_OFFICES/ATO/SERVICE_UNITS/AIR_TRAFFIC_SERVICES/FLIGHT_PLAN_FILING/ HTTPS://WWW.FAA.GOV/ABOUT/OFFICE_ORG/HEADQUARTERS_OFFICES/ATO/SERVICE_UNITS/AIR_TRAFFIC_SERVICES/FLIGHT_PLAN_FILING/ HTTPS://WWW.FAA.GOV/ABOUT/OFFICE_ORG/HEADQUARTERS_OFFICES/ATO/SERVICE_UNITS/AIR_TRAFFIC_SERVICES/FLIGHT_PLAN_FILING/ HTTPS://WWW.FAA.GOV/ABOUT/OFFICE_ORG/HEADQUARTERS_OFFICES/ATO/SERVICE_UNITS/AIR_TRAFFIC_SERVICES/FLIGHT_PLAN_FILING/ SPECIFIC GUIDANCE ON PERFORMANCE BASED NAVIGATION AND FILING CAN BE FOUND AT THE FOLLOWING LINK: NOTICE... NOTE: WHEN ASSESSING COMPLIANCE WITH RVSM, OPERATORS SHOULD BE COGNIZANT OF ALL RVSM REQUIREMENTS SPECIFIED FOR THEIR ACFT. GPS/ADS-B OUT FACILITATES HEIGHT MONITORING OF THE ACFT. GPS/ADS-B OUTAGES ALONE DO NOT AFFECT THE ALTITUDE-KEEPING CAPABILITIES OF THE ACFT. CONSEQUENTLY, PARAGRAPH 9(A)5 OF PART 91, APPENDIX G ALLOWS FOR OPERATION OF ACFT IN RVSM AIRSPACE, UNDER THE PROVISIONS OF SECTION 9, WHEN GPS OUTAGES OCCUR. OPERATORS SHOULD FILE APPROPRIATELY BASED ON THE OVERALL IMPACT OF THE ACFT SYSTEMS. NOTICE... ON SUNDAY, 9 JUNE, HUNDREDS OF US RETURN OF GPS FUNCTIONALITY NVM RESET WILL BE REQUIRED FOR UNITS THAT WERE POWERED ON DURING THE WEEK OF JUNE 9 TO JUNE 15. UNITS THAT WERE NOT POWERED ON WITH A LIVE SKY VIEW WILL OPERATE NORMALLY WHEN POWERED UP AFTER SUNDAY JUNE 16, 0010 UTC. A SOFTWARE FIX IS NECESSARY FOR THE LONG-TERM SOLUTION. COLLINS AEROSPACE EXPECTS TO SUBMIT A CODING REVISION TO THEIR GPS UNITS BEFORE THE END OF SEPTEMBER 2019 WITH A PLAN TO UPDATE THE UNITS IN THE FIELD - BOTH INSTALLED AND IN STOCK.
